Minutes for October 29, 2014 Selectmen’s Meeting

Public Hearing – Amendments to GA Ordinance Appendix B & C

Chairman Clifford L. Emery read the notice and the Board voted 4-0-1 to open the Public Hearing at 7:03 PM.  Chairman Emery read an explanation of the amendments.  

There were no comments or questions and the Board voted 4-0-1 to close the Public Hearing at 7:06 PM.

The meeting was called to order at 7:06 PM.

Chairman Emery led recital of the Pledge.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 22, 2014
Approved 4-0-1


  • Discussion held between 5:00 & 7:00 p.m.
The Board went over bids for a copier in Code Enforcement.  

The Selectmen talked about property on Old Orchard Road that the town had taken over and had to clean up.  Because the buildings were such a health hazard, the Board had to have them removed.


The Selectmen talked about some proposed changes to the road acceptance regulations they worked on this past week.

There is an opening on the School Board and Selectman Emery said the Board received an email from someone who is interested in that position.

Tom Kennie, our Public Works Director, was in and they talked about some issues he had and an issue that came up about plowing on Dundee Circle and No Such Road.  A gentleman who lives on the private part of the road has some questions and the Board is going to bet back to him with an answer.  They also discussed new siding that has been put on the salt shed on Church Hill Road.

  • Review of Projects and Issues
Selectman Booker said she has not been in as much this past week but popped in and out here and there.  She reported that she had some discussion with Selectman Burns and then with Selectman Harmon on a couple of follow-up questions on the bridge lighting project and talked with Brian Atkinson from Hollis last week hoping to get it all cleared up.  She went on to mention a couple of changes she gave Bev to make on the Personnel Policy and said the rest of the Board has a copy of that draft to review.  

Selectman Santolucito reported that the has a meeting scheduled for tomorrow night with the Fire Chief and is looking forward to learning more about their services and apparatus.

Selectman Harmon worked on the Municipal Valuation Return this past week that the rest of the Board signed tonight so it can be sent off to the State.  Next, she will start working on the Sales Analysis Report.  She said she has not had a chance to review the updated copy of the Personnel Policy or the Audit Report.  She mentioned talking to a resident who came in the other day about the No Such Road issue that the Board discussed tonight.  On the bridge lighting questions, Selectman Harmon said she has been playing phone tag trying to get some answers on that.  



Selectman Harmon said the Board did not talk about it tonight but they do need to have a Special Town Meeting. She said they could tentatively have it on November 19 if they have the Warrant ready for the Board to sign next week.  Some of the items that need to be on the Warrant are: over-runs, a copier for Code Enforcement, cleanup for the Cemetery Road and Old Orchard Road properties.

Selectman Emery said this past week he has been working on updating the road acceptance regulations.  He compared what we have with copies that Krystal Dyer gave him of what some other towns are using.  He made changes to our regulations, gave it to Tom Kennie and added some recommendations he made and gave the final draft to Krystal to put together.  Selectman Emery commented that Krystal does a great job and he is very proud of her.  A copy of the final draft will be going to the Planning Board to talk about at their next meeting.

Selectman Emery attended the Planning Board Meeting on the Dollar General.  He mentioned that sprinklering or not sprinklering the building was the issue and said because we do not have anything in our Ordinance requiring it, he is not sure we have the authority to force them to do it.  They are going to talk with their attorney to see what they can do.  


  • Old Business
Demolition of old Town Garage – The Board is not going to deal with this until next spring.

Davis Road – Letters were sent to all of the residents on this road with the findings of fact from our attorney.  It is not a town road and the Board cannot spend town funds on it so they have done all they can do at this time.


  • New Business
Jacques Goudreau, Manager of Aubuchon Hardware, was at the meeting to present a check from a fundraiser Aubuchon did in August for Keep the Heat On.  Mr. Goudreau said this is the fourth year that Aubuchon has done this fundraiser, and he thanked Mike Grovo, Dennis Santolucito, all the volunteers, and the Fire Department for helping out.  He presented the check for $1584 to Jean Harmon, Chair of the Keep the Heat On Committee.

Selectman Harmon thanked Jacques, and Aubuchon Hardware for their generosity in this and other fundraisers they have done for this community.  

Jacque responded by saying that Aubuchon’s goal is to be part of the community and thanked their loyal customers who have helped them get to where they are today.

Board of Selectmen Meeting Wednesday, November 5, 2014 at 7:00 PM

Twelve Town Group Meeting at Waterboro Town Hall on Monday, November 10, 2014 at 6:30 PM

The Board will be having a Special Town Meeting hopefully on the 19th.


  • Other Business
Buxton Fire-Rescue will hold their annual Buxton Fire Prevention Open House at the Groveville Fire Station on Friday, October 31, 2014 (Halloween) from 5:30 - 7:00 PM

State of Maine General and Referendum Election Tuesday, November 4, 2014.  Polls will be open from 6:00 AM until 8:00 PM.

There will be a Hannaford Flu Shot Clinic in the small meeting room across from the Code Enforcement Office at Buxton Town Hall Tuesday, November 4, from 8:00 AM – 7:00 PM.  They will accept cash, check, and insurance.  The cost is $25 for anyone who is self-paying or $20 for anyone who is a member of Hannaford’s “Healthy Saver Plus” program.  If you need more information you can call Buxton Hannaford Supermarket at 929-3100.

Selectman Harmon reminded everyone that Halloween is Friday and encouraged people to be careful and watch for the children.  She also reminded us to set our clocks back Saturday night.
